What is the posses bar used for. On every one of my toons it remains blank. I thought it might be for the special actions bar, e.i. like the ones for the death knights pressences, when a S. Priest has shadow form. But, like I said, It is always empty.

The game doesn't use the possess bar for alot of things, and it only has two buttons. The first button shows the type of ability being used to possess something, and the second button is used to cancel the possession.
One place where the default UI displays the possess bar, is when a priest mind controls something. When this happens, the possess bar is displayed above the main action bar in the spot normally used for the class (shapeshift/stance/stealth) bar (the bar that contains the shadowform button if you know that ability). The first button indicates that you are using mind control, and the second button will cancel the mind control.
Another place where the default UI shows the possess bar, is when a hunter casts Eyes Of The Beast which effectively allows the hunter to mind control their pet. When this happens, the possess bar is displayed above the main action bar in the spot normally used for the pet bar (the game places the pet's abilities on the main action bar while using Eyes of the Beast). The first button shown on the posses bar is the Eyes of the Beast ability, and the second is a button to cancel the ability.
Another time where the game sometimes assigns abilities to the possess bar is when you are on a vehicle, although the default UI does not display the possess bar while in a vehicle. To see it you need an addon like CT_BottomBar that can hide Blizzard's vehicle frame, and display the possess bar when the game has assigned abilities to it. As with mind control, the first button usually indicates what type of vehicle you are in (possess of), and the second button is a cancel button that can be used to exit the vehicle.
There may be other times when the possess bar gets used by the game, but those are the ones I could think of at the moment.
