My problem may be related to the CT bar/bottom bar mod but not sure. I have used CTmod for 4 years without issue until now.
I normally unlock my CT bars....scale them down to 0.9 and move them upwards on my screen & lock them.
Recently I have noted I am unable to mouse click the skill icons inside the upper most bars.
The skill icons (inside the bar window frames) simply do not highlight at all.
The higher my bars are placed on the screen...the worse it gets.
Moving the bar way down corrects the problem but I need the bars higher on my screen.
It is almost as if WOW or my mouse pointer is losing track of upward bar placement? Relogging does not help.
I can bind the skills to keyboard and they work fine however. I prefer to click my cool downs though.

The problem might be that there is an invisible frame that is covering the spot where you moved the bar. If so, then you will need to identify which addon is creating the frame.
Troubleshooting steps:
- Move your bars to a spot on the screen where you are having the problem.
- Type /framestack to toggle the display of a tooltip in one of the four corners of the screen (the game will choose a corner automatically). The tooltip will show you the names of the frames that are currently under your mouse pointer.
- Move the mouse over one of the buttons that you cannot click, and examine what is shown in the frame stack tooltip shown in one corner of the screen. The following example is what it looks like for me when I move my mouse over a CT_BarMod button:

- The frames shown in the tooltip are listed in order from highest (closest to the mouse pointer) to lowest. Looking at the names shown in the frame stack tooltip may help to identify if there is a frame sitting above the ones used by the CTMod addons. The name of the frame may give you a clue as to which addon created it. A frame at higher level than another frame can sometimes prevent mouse clicks from reaching the frames below it (it depends on how the higher level frame is configured).
- If you can tell which addon created the frame that is above the CTMod frames, then disable the addon and check to see if the problem goes away.
- If you can't figure out which addon created the frame, then you will need to disable addons until the frame no longer appears in the /framestack tooltip (or the problem goes away).
- If there don't appear to be any frames above the CTMod ones, then try disabling all of your addons except for the CTMod ones and then check to see if you still have the problem. If the problem goes away, then one of the addons you disabled was causing the issue. You'll need to slowly re-enable them until the problem comes back.
