the tooltip will not relocate or snap to anchor. It remains at the top of the screen. it dose not matter where i set the anchor, it stays locked a the top of the screen. I am use to having it a the bottom of the screen. is there a fix for this.

CT_Core's tooltip relocation options are working ok for me.
If you set the "Tooltip location" option to "Default" it should display at the bottom right corner of the screen.
If you are using the "On Anchor" mode you need to position the anchor where you want the tooltip to be displayed.
If the tooltip is not being displayed at the correct spot on the screen, then you may have another addon that is trying to reposition the tooltip as well. Try disabling all addons except for CT_Core to see if the tooltip problem still occurs when only using CT_Core.
